This handbook is designed for local government, civic activists and journalists dedicated to overcoming and preventing corruption. It analyses the origins of the top 20 corruption schemes utilised at local level due to various gaps in by-laws, procedures and lack of transparency, or vice versa – excessive regulation. The handbook contains practical advice what local government, activists and journalists can do in order to put an end or minimise such practices.

It was developed by IWPR’s Ukrainian partner Together Against Corruption NGO in March 2020 in consultations with the leading CSOs and feedback from all over Ukraine within the Norway-funded Giving Voice, Driving Change: From the Borderland to the Steppes project.
