Effective Control over Community Funds

This e-toolkit for civic activists and journalists contains general guidelines on how to follow public money especially at the local level –  government, public procurement and municipal enterprises – with web links to numerous public registers and open data sets, practical advice and useful examples.

The toolkit was authored within the Norway-funded Giving Voice, Driving Change: from the Borderland to the Steppes project by IWPR programme consultant Glib Kanevskyi.

How to Control Budget Spending with Prozorro

This e-toolkit covers specific issues of following public spending with the aid of the innovative Prozorro procurement system obligatory for public-funded entities (authorities, state-owned institutions, municipal enterprises etc) which procure above threshold sums. It tackles typical fraud schemes and violations in public procurement such as connected entities, conflict of interest etc, how to identify them and appeal to law-enforcement bodies.

The toolkit was developed within the Norway-funded Giving Voice, Driving Change: From the Borderland to the Steppes project by IWPR sub-grantees from Lviv, Ukraine. Nashi Groshi, Lviv and the Center for Public Monitoring and Research.

Using State Audit Service Records for Investigations

This e-toolkit for civic activists and journalists contains practical advice on how to get and use financial oversight records of the State Audit Service of Ukraine for investigating and proving irregularities with public money and property at national and local level.

Public Oversight of Municipal Enterprises

This e-toolkit is designed for civic activists and journalists interested in monitoring activities of municipal enterprises in Ukraine. It contains practical advice on sources and content of public information on activities, public procurement, spending of municipal enterprises, analysis of their financial records, performance of supervisory boards and searching for conflict of interest of their management.

The toolkit was authored within the Norway-funded Giving Voice, Driving Change: From the Borderland to the Steppes project by Olga Zeleniak, an expert for Eidos Centre for political studies and analysis.

Monitoring of Local Government Response to COVID-19

This e-toolkit is designed for civic activists and journalists interested in monitoring of local governments’ response and ensuring readiness of local health care facilities to counter COVID-19 epidemics. It contains practical advice on which public information to request and how to deal with it.
